After a devastating severe weather day in the Plains on Monday, severe weather is expected to fire up again across the nation's mid-section again on Tuesday.

The nearly stationary low over the Northern Plains will gradually weaken as it shifts eastward into the Midwest on Tuesday, while the system's associated cold front trails southwestward from the low across the Mid-Mississippi Valley through the Southern Plains. Favorable energy and conditions ahead of the cold front combined with the moisture laden conditions of the nation's mid-section will set the stage for multiple clusters of thunderstorms to develop from the Midwest into the Ozarks and the Southern Plains. Portions of northeastern Texas, extreme southeastern Oklahoma, central and southern Arkansas, and northwestern Louisiana are at moderate risk of severe thunderstorm activity as environmental conditions remain favorable for tornadoes, damaging wind gusts, and very large hail. Areas surrounding this moderate risk region from the parts of central and eastern Texas into the Upper Great Lakes are at slight risk of severe thunderstorm development with hail, damaging wind gusts, and isolated tornadoes.

Meanwhile, areas of heavy rain and widely scattered showers will continue near the low in the Northern Plains and Upper Mississippi Valley and near and to the north of a nearly stationary frontal boundary extending out ahead of the system from the Great Lakes into the Northeast. Continued precipitation in already saturated areas of the Northern Plains and Upper Midwest will maintain flood concerns from parts of North Dakota into northern Wisconsin.

Elsewhere, scattered showers and thunderstorms are expected to persist in the Mid-Atlantic and southeastern corner of the nation.

The National Weather Service in Charleston has issued a

* Flash Flood Warning for...
central Charleston County in southeast South Carolina...

* until 230 PM EDT

* at 1224 PM EDT... National Weather Service Doppler radar
indicated very heavy rain occurring near James Island County park.
The area of heavy rain was nearly stationary.

Up to 4 1/2 inches of rain is estimated to have fallen over the
past hour and a half on parts of James Island. Water is ponding in
yards and driveways.

* Flash flooding is expected in and around...
James Island County park...

Precautionary/preparedness actions...

Avoid driving into water on the Road. The water is usually deeper
than it appears and the Road may be washed out. Only one foot of
water will stall a vehicle and less than two feet of water can float
and carry away a vehicle. Flooding is the number one weather-related
cause of death in the United States. When encountering flooded roads
make the smart choice... turn around... dont drown.

The National Weather Service in Charleston has issued a

* Flood Advisory for minor flooding of poor drainage areas in...
south central Charleston County in southeast South Carolina...

* until 200 PM EDT

* at 1201 PM EDT... National Weather Service Doppler radar indicated
heavy rain occurring along a line extending from Secessionville to
Bears Bluff... or along a line extending from Fort Sumter to 9 miles
north of Edisto Beach. The area of heavy rain was nearly
stationary.

Rainfall amounts within this line of thunderstorms have been as
high as 2 to 2 and a half inches.

* Locations in the advisory include but are not limited to...
Charleston Executive Airport... Bears Bluff... Huskum Corner Cross
Roads... Secessionville...

Precautionary/preparedness actions...

This heavy rainfall will result in significant ponding of water on
area roads and in low spots. Slow down to reduce the risk of
hydroplaning. If water covers the entire roadway or is flowing... find
another Route. The water is probably much deeper than it appears and
only one foot of water can stall a vehicle. When encountering flooded
roads make the smart choice... turn around... dont drown.
